Blacklist other than Mr.Js

Today I had a provider tell me that she put me on "The Blacklist" and then tell me she took me back off it.
I have only heard of "Mr. Js Blacklist".
I searched and there has been some discussion about blacklists but they are a few years old and don't seem to be a thing. It also sounds like providers want or have a blacklist/DNS that perhaps works like the hobbyist TDL list and is a list separate to each provider.

Is there a hobbyist blacklist or is this a provider just trying to threaten me?

Every provider I know has her own blacklist, aka her DNS
Would not be surprised to learn that sharing occurs among providers
